From 22nd to 24th October 2023, the Civil Aviation Authority of Singapore (CAAS) hosted the Singapore Dialogue with representatives from the Pacific Small Island Developing States (PSIDS) to discuss the evolving landscape of aviation in their region.
The International Civil Aviation Organisation (ICAO) leadership team, present in Singapore for the ICAO Air Navigation World 2023 Summit, also engaged with the PSIDS delegates, showcasing the importance placed on Pacific Islands’ aviation’s future.
Key topics discussed included Inspector Training, State Safety Plans, AI applications in aviation, Cyber Security, and other critical operational areas.

A pivotal outcome of the dialogue was the establishment of the Pacific Liaison Office (PLO) in Nadi, Fiji, funded by the Singapore Government for its initial three years. Aimed to serve the specific needs of the Pacific Island States, this move is in response to a study by ICAO from 2019, ensuring a dedicated presence in the region.

Additionally, CAAS donated $100,000 Canadian dollars to the ICAO Secretary to further support the Pacific Liaison Office, signaling Singapore’s commitment to support Pacific Island aviation.
The dialogue was well-attended, with distinguished representatives from both the PSIDS and Singapore. Among those representing the PSIDS were officials from countries like the Cook Islands, Fiji, Solomon Islands, Papua New Guinea, and Tonga, among others.
At the conclusion of the dialogue, the PSIDS delegation was treated to a farewell dinner, with the thank you remarks being given by Fui Tupai Mau Simanu, the Secretary of Transport from Samoa.
The Singapore Dialogue has charted a promising path for the Pacific Islands in the realm of aviation.
