The Head of State extended a gracious welcome to Honourable Minister Kamikawa Yoko of Japan, marking her inaugural visit to the Pacific region. The meeting, held on February 10, 2024, served as an avenue for bilateral discussions on matters of national importance and potential areas for collaboration between Samoa and Japan.
Expressing heartfelt greetings and well wishes to Honourable Minister Kamikawa Yoko and her distinguished delegation, the Head of State conveyed Samoa’s sincere hopes for the continued good health and prosperity of His Majesty, Emperor Naruhito. The visit of Minister Kamikawa provided an opportune moment for both nations to engage in dialogue concerning mutual interests and priorities.
Celebrating the 50th anniversary of diplomatic relations between Samoa and Japan, the Head of State highlighted the longstanding cordiality and mutual respect characterising the bilateral ties. He recalled the recent visit of a high-level parliamentarian delegation from Japan and expressed delight at Minister Kamikawa’s visit, underscoring the significance of continued engagement between the two nations.
Acknowledging Japan’s significant contributions through programs such as the Japan International Cooperation Agency (JICA) volunteer program, the Head of State emphasised the profound impact of Japanese assistance in critical sectors such as education, health, and agriculture. Moreover, he expressed gratitude for Japan’s support in addressing pressing issues such as climate change and natural disasters, which pose existential threats to small island developing states like Samoa.
In light of recent challenges, including the devastating earthquake in western Japan on January 1, 2024, the Head of State conveyed heartfelt condolences to the Government and People of Japan. He assured Minister Kamikawa of Samoa’s unwavering solidarity and support during times of adversity.
Furthermore, the Head of State acknowledged Japan’s collaboration with other development partners in assisting Samoa amidst the COVID-19 pandemic, particularly in ensuring access to vaccines and safeguarding public health.
Looking towards the future, the Head of State expressed optimism for the continued strengthening of bilateral relations and partnership between Samoa and Japan. He welcomed Minister Kamikawa’s visit as an opportunity to explore further avenues of cooperation and encouraged her to witness firsthand the impact of Japanese-funded projects in Samoa, including the Vaisigano bridge.
In closing, the Head of State extended best wishes for Minister Kamikawa’s participation in the Ministerial Interim Meeting (MIM) in Suva and expressed hopes for fruitful deliberations in preparation for PALM 10, aimed at advancing the Pacific’s 2050 Strategy for sustainable development.
