The new improved West Coast Road project 11 years in the making

During the inauguration ceremony on 23rd August 2024, Hon. Olo Afoa Fiti Vaai spoke on the completion of the West Coast Road Rehabilitation and Enhancement Project. This improved road infrastructure was built and designed to higher standards to bolster Samoa’s resilience against climate change and extreme weather events.

The West Coast Road, which is described as the “backbone of Samoa’s economic corridor,” is an important transport link connecting Apia, Matautu, Faleolo International Airport, and the Mulifanua wharf, facilitating vital connections for people and industries.

“This achievement is a significant milestone in our country’s plans and aspirations towards safe and climate resilient infrastructure. It demonstrates our commitment to empowering our communities and inspiring Samoa’s growth through sustainable development.”

The project, spanning 24 kilometers and covering 8 districts and 28 villages, took 11 years to complete. The total cost amounted to $115 million Samoan tala, with $101.3 million allocated for construction, $13.2 million for design and supervision services, and $0.5 million for land and property compensation.

Hon. Olo Afoa Fiti Vaai acknowledged the extensive collaboration involved, stating, “Such an undertaking requires not just funding, but time, planning, and that most critical of components – the willpower and commitment of people.”

Ninety percent of the project’s funding, totaling $104 million tala, was provided through grant financing from international partners, including the World Bank and the Government of Australia. The Samoan government contributed $11 million tala. “This West Coast Road completion is therefore testament to lasting and successful partnerships,” said Hon. Olo Afoa Fiti Vaai.

The project was implemented entirely by local construction companies, with major work carried out by Ah Liki Construction Ltd, a joint venture company formed by Silva Transport Ltd, Ulia Construction Ltd, and T & N Toleafoa Ltd, and Ott Constructors Ltd.

Hon. Olo Afoa Fiti Vaai expressed appreciation for the patience and cooperation of the residents along the route, noting, “Your patience and cooperation throughout the course of this project has been invaluable. Whilst your government has provided monetary compensation for land and properties affected, we fully appreciate that their value goes beyond monetary.”

The completion of the West Coast Road is expected to enhance the economic and social well-being of Samoa, providing a more resilient infrastructure for the nation’s future.
