Engineer turned CEO now heads Regional Infrastructure role

Galumalemana Ta’ialeaioititi Titi Agnes Tutuvanu-Schwalger has been appointed Pacific Quality Infrastructure Adviser, a regional position based at the Pacific Islands Forum Secretariat in Suva, Fiji, and supported by the Pacific Region Infrastructure Facility and the Australian Government.

Originally from Samoa, Galumalemana began her public service career with the Ministry of Works, Transport, and Infrastructure, becoming the first female engineer in the department. She later joined the Land Transport Authority in 2012 and was appointed Chief Executive Officer in 2018. Her time as CEO was marked by major national infrastructure projects funded by the World Bank, Asian Development Bank, JICA, Australia, and the Green Climate Fund. She coordinated emergency responses after natural disasters, implemented climate-resilient upgrades to national roads, and oversaw reforms to procurement and project delivery processes.

Raised in a family of builders, Galumalemana credits her father’s work ethic and commitment to the public good as key influences. In a 2018 World Bank profile, she reflected on her journey as a woman in engineering, often being the only female voice in technical discussions. Her focus on discipline, preparation, and fairness became defining traits of her leadership style. She was also a vocal advocate for women in infrastructure and expanded student placement and mentoring opportunities within the sector.

She holds a Bachelor of Engineering from the University of Queensland and postgraduate business qualifications from the University of the South Pacific. She is currently pursuing a Master of Business Administration. Galumalemana is married to Fuimaono Dominic Faatoialemanu Tufuga-Schwalger. They have four children.
