Samoa Adopts National Early Childhood Development Framework

Samoa has endorsed its first comprehensive Early Childhood Development (ECD) Framework, solidifying its commitment to prioritising the health, education, and well-being of its youngest citizens. The multisectoral initiative aligns ministries and stakeholders to improve early childhood outcomes nationwide.

A National ECD Advisory Board will spearhead the framework’s implementation, with representatives from the Ministry of Women, Community, and Social Development, Ministry of Education, Ministry of Health, and other key entities.

Hon. Minister Mulipola Anarosa Ale-Molio’o emphasised:

“This framework reflects our shared dedication to place children at the heart of national development, ensuring they have every opportunity to thrive.”

Samoa will host the 2025 Early Childhood Development Forum in May, marking the first time the event will occur outside Fiji. The forum will showcase Pacific innovations in early childhood initiatives.

Key next steps include:

  • Finalising the ECD Advisory Board.
  • Developing implementation plans across ministries.
  • Engaging communities and civil society organisations.
  • Preparing for the 2025 ECD Forum.

UNICEF Pacific Deputy Representative Roshni Basu praised Samoa’s leadership, stating:

“This framework is a transformative step for Samoa’s children, and UNICEF is honored to support this journey.”

The ECD Framework charts a visionary course, ensuring Samoa’s children have access to resources and opportunities critical for their future success.
