Samoa unveils transport and infrastructure sector plan 2023-2028

In an exciting development, the Transport and Infrastructure Sector Plan 2023-2028 was unveiled today, marking the second sector plan for the Transport Sector in Samoa. This comprehensive plan includes infrastructure for the first time, hence the new name “Transport and Infrastructure Sector Plan.”

Leading the sector on its journey to shape the next five years, officials have aimed to align the sector’s direction with the national plan known as the “Pathway for the Development of Samoa.” The plan emphasizes connectivity, accessibility, and resilience as vital components in empowering communities, building resilience, and fostering growth to enhance the quality of life for all citizens, leaving no one behind. The commitment lies in enabling connectivity for trade, facilitating improved accessibility for the people, and ensuring resilience in all developmental initiatives.

The Transport and Infrastructure Sector Plan outlines the commitment for the upcoming five years and lays the groundwork for future services. While physical works and initiatives are scheduled for implementation, several studies are being commissioned to inform future infrastructural developments, strengthen the sector’s capacity, and provide a business outlook to support the nation’s economy.

The development of this plan is the result of collaboration among the sector agencies, consisting of one Ministry and eight State Owned Enterprises. It is a proud accomplishment as the expected deliverables of this plan will shape prosperous communities and a better Samoa.

Acknowledgements go to the Cabinet and all stakeholders for their unwavering support. The Chief Executive Officers and staff of the Transport and Infrastructure Sector are also recognized for their foresight and vision in shaping the sector’s direction.

The Minister highlighted that the Sector Plan was entirely developed and assembled through the collaborative efforts of Ministries, Corporations, the private sector, communities, development partners, and stakeholders. Notably, this marks the first time such a significant plan has been formulated without the assistance of overseas consultants.

In questioning the reliance on overseas consultants, the Transport and Infrastructure Sector asserts that they are all experts. The plan’s development and completion stand as a testament to the capabilities and expertise within Samoa itself.

While challenges are anticipated during implementation, it is believed that Samoa, along with its dedicated stakeholders, including government officials, the private sector, communities, and development partners, has made significant progress and will continue to serve the nation passionately to ensure the successful execution of the plan.

With divine guidance, Samoa is poised to overcome obstacles and work towards a brighter future for the nation.
