Samoa celebrates contributions of Chinese workers to SCATAP initiative

The Government of Samoa has extended its gratitude towards a group of Chinese nationals for their significant contributions to the Samoa-China Agriculture Technical Aid Project (SCATAP). This gesture not only highlights the enduring partnership between Samoa and China but also underscores the pivotal role of foreign expertise in the island nation’s agricultural development.

For nearly half a century, since the establishment of diplomatic relations in 1975, Samoa and China have nurtured a relationship based on mutual assistance. This bond was forged in the spirit of cooperation, with both nations committing to support each other in various developmental sectors. The history of Chinese nationals working in Samoa traces back to the colonial periods under German and New Zealand rule, marking the beginning of a long-standing tradition of labor migration that has enriched Samoa’s agricultural sector.

On the evening of January 25, 2024, the Samoan Ministry of Agriculture and Fisheries bid farewell to 11 Chinese nationals who have been instrumental in advancing the SCATAP initiative. Their departure, following the completion of Phase 5 and awaiting the commencement of Phase 6 of the project, was a moment of reflection and appreciation for their unwavering dedication and hard work.

The SCATAP has been a cornerstone in enhancing the capabilities of Samoan farmers, livestock producers, and fishermen, significantly benefiting the local agriculture, aquaculture, and fisheries sectors. The project, supported by Chinese funding, has not only provided technical assistance but has also contributed to the economic well-being of many Samoan communities.

La’auli Leuatea Polata’ivao Fosi, the Minister of Agriculture and Fisheries, lauded the ongoing support from China, noting that the collaboration predates Samoa’s independence. The minister highlighted the multifaceted nature of Chinese assistance, which spans education, healthcare, environmental sustainability, and agriculture, among others. The successful conclusion of SCATAP’s Phase 5 was particularly celebrated, marking a significant milestone in the program that aims to elevate the expertise and capabilities of Samoan farmers in crop production and animal husbandry.

The SCATAP, initiated in 2010, represents a tangible manifestation of China’s commitment to Samoa’s development. As the project moves forward, the contributions of individuals such as Professor Dr. Jim Liu, the leader of the Chinese team, are invaluable. Their efforts have not only facilitated the transfer of knowledge and skills but have also fostered a spirit of camaraderie and mutual respect between the peoples of Samoa and China.
