Minister of Justice calls for responsible freedom of expression at forum

The Honourable Minister of Justice addressed the importance of balancing free speech and responsibility during the Forum of Freedom of Expression, held in Apia on 4th October 2024. The forum, a preparatory meeting for the Commonwealth People’s Forum at CHOGM, brought together government representatives, media professionals, and civil society leaders to discuss the role of free expression in modern democracies.

In her keynote speech, the Minister spoke about the importance of free speech, describing it as “a cornerstone of democracy” and essential for holding institutions accountable. She also pointed out its role in promoting diverse perspectives, saying that freedom of expression “reflects our cultural heritage and communal values” in Samoa.

The forum, organized by the Samoa Umbrella for Non-Governmental Organisations (SUNGO) in partnership with the Australian High Commission, focused on current challenges facing freedom of expression in Samoa and the broader Pacific region. These included misinformation and disinformation, particularly in the context of digital platforms.

“Misinformation and disinformation threaten to erode trust in our institutions and undermine democratic participation,” the Minister said.

She further stated while freedom of expression is a right, it carries “the responsibility to share information that is truthful and aimed at uplifting our communities.”

Civil society organisations were recognised for their critical role in protecting freedom of speech. “They are the defenders of this right, the advocates for marginalised voices, and the facilitators of public debate,” she said, praising the collaborative efforts that made the forum possible.

The forum’s discussions will shape recommendations for the upcoming Commonwealth People’s Forum at CHOGM 2024. The Minister expressed confidence that these discussions will lead to “concrete recommendations” to strengthen freedom of expression while ensuring that it promotes respect and responsibility in society.

Participants at the forum included members of the diplomatic corps, media professionals, and representatives from the United Nations, alongside civil society leaders.
