The National Party has shifted its stance, now supporting Teanou Tuiono’s Citizenship Amendment Bill, which addresses New Zealand citizenship for Samoans born during the period when New Zealand and Britain administered Samoa. The bill, which has moved through the parliamentary committee with unanimous support, now progresses to its second and third readings.
The report proposes amendments to the existing law, restoring citizenship to Samoans born between May 13, 1924, and January 1, 1949. While it does not fully repeal the 1982 legislation, it includes changes that address past exclusions. Descendants of Samoans born between 1949 and 1962, when Samoa gained independence, remain ineligible under the new proposal unless born before January 1, 1949.
Aupito Sua William Sio, a key advocate for this cause, noted the need to recognize the historical connection between the two nations. In a recent social media post, he shared,
“This is about doing what’s right for those who have been excluded for too long. It is a moment for us to correct the past and honour those who have fought for this.”
The shift in support from National, combined with backing from Labour, the Green Party, and NZ First, represents a rare moment of cross-party agreement on an issue that has been a point of contention for decades. While the ACT Party’s stance is still unknown, the Māori Party is expected to support the bill.
The proposal has been well received by the Samoan community, with praise for the contributions of leaders such as Luamanuvao Katalina Sapolu and Anae Arthur Anae, who have long advocated for the recognition of these Samoans’ rights. Community leaders and supporters, including Tofilau Nina Kirifi-Alai, Seiuli, and church representatives, have also been acknowledged for their efforts.
As the bill moves forward in the legislative process, many await the outcome with anticipation. The next readings will determine whether these long-awaited changes will become law, potentially redefining the status of thousands of Samoans who have been advocating for this recognition for years.
