Central Bank of Samoa launches regulatory sandbox

The Central Bank of Samoa (CBS) is pleased to announce the official launch of the CBS Regulatory Sandbox, a key initiative to foster innovation in Samoa’s financial sector.

The Regulatory Sandbox provides a controlled environment for legal entities to test innovative financial products and services before their full market deployment. This approach supports legal certainty for financial innovators and FinTech companies while ensuring potential risks to Samoa’s financial system are carefully managed.

This initiative aligns with the Central Bank of Samoa Act 2015 and supports the goals of the National Financial Inclusion Strategy 2022/2023–2025/2026. By balancing innovation with risk management, the Regulatory Sandbox aims to advance financial inclusion and contribute to Samoa’s economic development.

The Regulatory Sandbox is not a means to bypass existing regulatory or legislative requirements but a platform to trial eligible financial products and services under stipulated terms. Interested entities are encouraged to consult with CBS before submitting their applications under the CBS Regulatory Sandbox Framework.

The Sandbox was developed with technical support from the Alliance for Finance Inclusion (AFI), a valued partner in CBS’s financial inclusion initiatives. Governor Maiava Atalina Ainuu-Enari stated:
“AFI continues to be an important policy partner for CBS. We are extremely appreciative of AFI’s support, which has enabled the development of our Regulatory Sandbox. This is a major achievement for CBS and a significant step forward for Samoa’s financial sector. We look forward to collaborating with eligible entities through the Sandbox program.”

The CBS Regulatory Sandbox will also contribute to regional efforts to establish a Pacific Regional Regulatory Sandbox, with continued assistance from AFI.
