Samoa adopts stronger climate plan for 2031 goal

Apia – Samoa has endorsed its Third Nationally Determined Contribution (NDC 3.0), the country’s new climate plan under the Paris Agreement.

The plan commits Samoa to reach 70% renewable energy by 2031, expand the use of electric vehicles, protect forests and mangroves, and help communities adapt to the growing impacts of climate change.

At the validation workshop in Apia, the Chief Executive of the Ministry of Natural Resources and Environment, Frances Brown-Reupena, said the plan is “a shared vision for a resilient, low-carbon Samoa.” She noted that while Samoa produces less than 0.01% of the world’s emissions, its example carries weight in the global fight against climate change.

Progress already made includes solar and biogas projects, new energy storage, the introduction of electric vehicles, and a forest cover increase supported by the three-million trees campaign. Adaptation work is also underway in farming, fisheries, health, and infrastructure.

The review also showed challenges, such as gaps in data and limited financing for energy and transport changes. The new plan responds by putting more focus on renewable power, sustainable transport, protecting natural ecosystems, reducing waste, and ensuring climate funding reaches frontline communities.

The validation also begins national consultations ahead of COP30 in Brazil. Government agencies, community groups, young people, and businesses will help shape Samoa’s position at the global negotiations.

The ministry acknowledged the support of UNDP, the NDC Partnership, and the Global Green Growth Institute, with technical work led by Grant Thornton Bharat.
