Samoa addressed the World Telecommunication Development Conference (WTDC-25) in Baku on 17 November, outlining its approach to digital transformation while preserving the Fa’a-Samoa.
In his plenary statement, the Minister of Communications and Information Technology, Honourable Agaseata Tanuvasa Valelio Tanuvasa Peto, thanked the Government of Azerbaijan and the conference organisers for hosting the event. He said Samoa travelled across the Pacific to participate as part of its commitment to partnership and regional cooperation.
The Minister said Samoa and other Blue Pacific countries are working to build resilience as climate change and environmental pressures continue to affect island nations. He noted that Samoa’s development approach is grounded in its cultural identity and values.
According to the Minister, digital literacy is essential to ensuring Samoan stories, language, and traditions remain strong in the online environment. He said technology should empower communities rather than disconnect them from their heritage.

Samoa continues to face infrastructure challenges, including the cost of services and connectivity gaps in remote areas. Despite this, the Minister said Samoa remains determined to expand ICT access and strengthen its digital systems.
He acknowledged the support of the International Telecommunication Union through initiatives such as Smart Islands, cybersecurity development, digital transformation projects, and early warning systems for small island developing states.
The Minister said Samoa’s goal is to raise a generation of digital citizens who are skilled and grounded in service, faith, and respect, and who can use technology to support their communities.
He concluded by calling for a global environment where technology and culture move together and where all nations have a voice.
