Viet Nam’s new ambassador formally received in Samoa

Viet Nam’s ambassador-designate to Samoa, His Excellency Mr Phan Minh Giang, has formally presented his Letter of Credence to the Head of State, Afioga Tuimalealiifano Va’aletoa Sualauvi II, at Vailele.

The ceremony on Tuesday, 21 April 2026, officially accredited Mr Giang as Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Viet Nam to the Independent State of Samoa.

The presentation placed attention on a diplomatic relationship that has been in place since 29 March 1994 and on the areas both countries now see as priorities.

In remarks during the ceremony, Mr Giang reaffirmed Viet Nam’s commitment to its relationship with Samoa and referred to cooperation in trade, tourism, infrastructure and climate change, along with continued engagement through high-level exchanges and multilateral forums.

In response, the Head of State spoke of the friendship between Samoa and Viet Nam and referred to further cooperation in agriculture, fisheries and trade, as well as broader economic engagement. He also referred to work in sustainable resource management and climate resilience, and acknowledged Viet Nam’s partnership through the United Nations and other international platforms.

Beyond the formalities, the ceremony introduced an envoy with a strong background in regional diplomacy.

According to the Ministry of Foreign Affairs and Trade, Mr Giang previously served as a Desk Officer in the ASEAN Department and was also an intern at the ASEAN Secretariat in Indonesia. From 2014 to 2017, he was posted to the Embassy of Viet Nam in Singapore, where he served first as Second Secretary and later as First Secretary.

He later held the position of Assistant to the Director General in the ASEAN Department of the Ministry of Foreign Affairs before being appointed Deputy Director General.

Mr Giang holds a Bachelor’s degree in International Relations from the Diplomatic Academy of Vietnam and a Master’s degree in International Relations from Australia. He is married with three children.

For Samoa, the arrival of a new ambassador is a routine diplomatic event, but the remarks from both sides showed where the relationship may now be headed, with trade, resilience, tourism and wider cooperation all clearly on the table.
