Samoa has established a Technical Working Group to support a national project aimed at improving the country’s climate reporting, transparency systems and access to international climate finance.
The inaugural meeting of the Technical Working Group for the Samoa Capacity Building Initiative for Transparency Project was held at the Ministry of Natural Resources and Environment Learning Centre in TATTE Building on 4 August 2026.
The meeting was convened by the Ministry of Natural Resources and Environment through its Climate Change Division and brought together representatives from government ministries, state-owned enterprises, academia, civil society and development partners.
The Capacity Building Initiative for Transparency, known as CBIT, is intended to strengthen Samoa’s ability to collect, manage and report reliable climate-related information under the Paris Agreement.
The project will support Samoa in meeting the requirements of the Enhanced Transparency Framework, which requires participating countries to provide clear information about their climate actions, greenhouse gas emissions, adaptation measures and progress towards national climate commitments.
Improved climate data and reporting systems are also expected to support evidence-based government decisions, strengthen national climate programmes and improve Samoa’s ability to seek international climate funding.
During the meeting, participants received an overview of the project’s objectives, work programme, progress and activities planned for the coming months.
Members of the Technical Working Group are expected to contribute technical knowledge and assist with the implementation of Samoa’s national climate transparency and reporting processes.
The Ministry said cooperation between the participating organisations would be important to ensuring the successful delivery of the project and strengthening the country’s systems for tracking, reporting and communicating climate action.
The Samoa CBIT Project is jointly implemented by the Ministry of Natural Resources and Environment and the Global Green Growth Institute Pacific. It is supported by the United Nations Environment Programme as the implementing agency and funded through the Global Environment Facility.
The Ministry acknowledged the Global Environment Facility for supporting the project and thanked the representatives who attended and contributed to the first working group meeting.
Continued participation from government agencies and development partners will be required as Samoa works to improve the accuracy, consistency and accessibility of its national climate information.
