Samoa has ratified two significant International Labour Organisation (ILO) conventions: the Promotional Framework for Occupational Safety and Health 2006, (No.187), and the Violence and Harassment 2019, (No.190). These instruments of ratification, signed by the Prime Minister of Samoa, were presented by the Honourable Leota Laki Lamositele Sio, Minister of Commerce, Industry and Labour, to Mr. Gilbert F. Houngbo, the Director General of the ILO. This ceremony took place at the ILO Headquarters in Geneva on Friday, 31 May 2024, right before the 112th Session of the International Labour Conference, scheduled for 3 – 14 June 2024.
Convention Implementation and Goals
The ratification of Convention 187 (C187) aims to enhance Samoa’s Occupational Safety and Health (OSH) policy framework, promoting a safe and healthy working environment through the development of a national program. The Violence and Harassment Convention 2019 (C190), as the first international treaty of its kind, focuses on creating a work environment free from violence and harassment, including gender-based violence.
Stakeholder Engagement and Delegation
Prior to ratification, Samoa engaged in extensive consultations with stakeholders from the government, private sector, and civil society, coordinated through the Samoa National Tripartite Forum. These consultations aimed to align the implementation of the conventions with existing national efforts to provide fair working conditions and combat domestic violence.
The delegation from Samoa attending the 112th International Labour Conference is led by the Honourable Leota Laki Lamositele and includes representatives from the Workers Association, Employers Association, and government officials like Ms. Cedrela Tamati, Principal Labour Inspector of MCIL. Her Excellency Toleafoa Nella Pepe Tavita Levy, Samoa’s Permanent Representative in Geneva, is also part of the delegation, underscoring Samoa’s commitment to these important international standards.
