The Government of Japan has reaffirmed its commitment and partnership with the Government of Samoa through its continued support to strengthen the country’s healthcare system and enhance the delivery of quality health services under Japan’s Economic and Social Development Programme.

The Exchange of Notes formalising Japan’s assistance was signed and exchanged on Tuesday, 27 October 2026, by the Prime Minister of Samoa, Honourable Laaulialemalietoa Leuatea Polataivao Fosi Schmidt, and His Excellency Mr. SUZUKI Ryotaro, Ambassador of Japan to Samoa, in the presence of Mr. FUJII Kazuhiro, Parliamentary Vice-Minister for Foreign Affairs of Japan.

The Exchange of Notes confirms a grant valued at JPY 470 million (approximately SAT 8.25 million) for the procurement of Japanese-manufactured medical equipment.

The assistance package includes patient monitors, electrosurgical units, blood centrifuges, defibrillator monitors and fetal monitors, all of which are essential for strengthening healthcare delivery and improving patient outcomes.

The new equipment will help replace ageing medical technology and enhance the capacity of healthcare facilities to provide safe, efficient and higher-quality medical services.

The assistance will directly benefit Samoa’s two main hospitals, Tupua Tamasese Meaole (TTM) Hospital in Upolu and Malietoa Tanumafili II Hospital in Savai’i, as well as district hospitals across Samoa.

This grant assistance supports the Healthy Islands Vision, which was reaffirmed at the Tenth Pacific Islands Leaders Meeting (PALM10) in 2024, and contributes to ongoing efforts to achieve Universal Health Coverage.

The Government of Japan anticipates that this grant aid assistance will be utilised efficiently and will contribute to advancing Samoa’s health priorities and the country’s broader economic and social development objectives.

Japan and Samoa enjoy a strong partnership founded on mutual trust, friendship and cooperation. Through this grant, the Government of Japan reaffirms its commitment to working closely with the Government of Samoa to promote sustainable development and improve the well-being of the Samoan people.

The Government of Samoa conveys its sincere appreciation to the Government and people of Japan for their steadfast partnership and generous support, which continues to make a meaningful contribution to the health and prosperity of Samoa.
