Tafaigata, Samoa – A joint training program between the Nevada National Guard and Samoa Prisons and Corrections Services kicked off on Monday at the Police Academy in Tafaigata. The week-long exercise aims to enhance leadership skills, law enforcement techniques, corrections procedures, and mental health awareness among personnel.
Chargé d’Affaires Daniel Tarapacki, representing the U.S. Embassy in Apia, emphasized the importance of collaboration and professional development during his remarks. “This partnership represents not just an exchange of knowledge, but a bridge connecting our two communities—one that will enhance our capabilities, strengthen our leadership, and ultimately ensure the safety and well-being of those we serve,” said Tarapacki.
The program will focus on core areas such as basic leadership training, cell extraction techniques, restraining methods, and addressing the mental health needs of both personnel and the incarcerated population. Tarapacki pointed out the significance of mental health in high-stress environments. “Recognizing the importance of mental well-being is crucial for maintaining operational effectiveness and ensuring the welfare of service members.”
Nevada National Guard Provost Marshal Major Luis Muruato is leading the team from Nevada. The exercise builds on previous engagements, such as the August collaboration with Samoa Fire and Emergency Services Authority (SFESA), where Nevada personnel provided emergency medical training.
Commissioner of Samoa Prisons and Corrections Services Auapaau Logoitino Filipo and Deputy Commissioner Leiataua Samuelu Afamasaga were also present at the event, reinforcing Samoa’s commitment to improving correctional operations.
The training is part of the ongoing State Partnership Program, which connects U.S. state National Guards with partner countries to promote shared learning and capacity building. Tarapacki expressed hope that the partnership will continue to foster collaboration and innovation. “This initiative not only strengthens individual capacity but also enriches the collective strength and unity of our partnership,” he said.
The program is expected to conclude at the end of the week.
